There have been many theories regarding what search engines such as Google use to rank links. These search algorithms are not public information, and the consumer end has relied on a lot of research, word of mouth, and trial and error. Figuring out as much as we can about search engine algorithms can benefit legitimate users, but this can also be true for spammers.
No one likes spam except for spammers and those companies who rely heavily on spammers to generate business for them. History has shown that fighting spam is a losing battle. It's kind of like internet security -- there has to be a problem to fix in order for a solution to be devised. Web security experts cannot cover every possible scenario because they simply don't know what all the scenarios are. Spamming is similar because search engines are always one step behind. They don't know how to plug every hole or even how many holes there are.
How Do Search Engines Combat Spam?
Google and other search engines have tweaked their algorithms not to filter out spam, but to instead search for quality content. It's definitely easier; the spam-to-quality-content ratio heavily favors spam. Earlier this year, Matt Cutts, the Principle Engineer of Google, posted a blog and stated that "we recently launched a redesigned document-level classifier that makes it harder for spammy on-page content to rank highly." He also stated that original content is a big contributing factor in determining ranking and relevant links. So, writing great content is the way to better search rankings. Originality can take you a long way, and you can bet that "quality" content means less spam.
What Can I Do?
Provide original content. Originality is not rare, but it is hard to come by. When spammers detect original content making in-roads, they will start copying those as well. So what can you do to counter that? Come up with even more original content.
